You need to activate data connections before you can use your phone as Wi-Fi hotspot. Click here for information on how to activate data connections. Find "Personal Hotspot". Press Settings. Press Personal Hotspot. Turn on tethering. Press the indicator next to Personal Hotspot to turn on tethering. Change password for Wi-Fi hotspot. If you leave the Personal Hotspot space blank then there's no internet tethering for you, ever. Certain carriers might actually charge you to use the internet hotspot feature on your iPhone or iPad, so it's a good idea to inquire about that as well.
Basically, apart from paying an unearthly amount of money on your cellular data plan every month, you have to pay extra if you want to use the data you already own on another device.

Basically it depends on what network you are on, some have just allowed it to be there and to be part of your data package. Other networks are now using this as a tethering package and you will not get it unless you upgrade your contract or pay for some sort of tethering bolt on.
